The best way to clean it is to start with a vacuum cleaner with some kind of brush attachment. Vacuum the entire chair, on all surfaces, top and bottom. Once that is done, take a damp cloth and wipe down the entire chair.
Sometimes it may be helpful to oil the chair (all wood needs oil to help it stay conditioned). You can work the oil into the wicker with a brush, but thin it a bit first by mixing it with thinner. After you brush it on, you can buff out the excess with a dry cloth.
